{"id":8341,"date":"2021-08-20T10:16:37","date_gmt":"2021-08-20T10:16:37","guid":{"rendered":"https:\/\/penbelarus.org\/?p=8341"},"modified":"2021-08-20T11:30:48","modified_gmt":"2021-08-20T11:30:48","slug":"va-umovah-eskalaczyi-represij-mizhnarodnaya-supolnascz-abavyazanaya-padtrymacz-narod-belarusi","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2021\/08\/20\/va-umovah-eskalaczyi-represij-mizhnarodnaya-supolnascz-abavyazanaya-padtrymacz-narod-belarusi.html","title":{"rendered":"Amidst escalating crackdown, international community must stand with the people of Belarus"},"content":{"rendered":"<p style=\"text-align: justify\"><span style=\"font-weight: 400\">We, the undersigned organisations, firmly condemn the Belarusian government\u2019s <\/span><a href=\"https:\/\/ifex.org\/repression-and-resistance-in-belarus-a-monthly-chronology\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">rapidly escalating crackdown<\/span><\/a><span style=\"font-weight: 400\"> on Belarusian civil society and its increasingly brazen abuses of the Belarusian people\u2019s right to freedom of expression and information.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">We further call on officials of the European Union, Council of Europe, Organization for Security and Cooperation in Europe, and the United Nations to step up their use of diplomatic and economic levers to pressure the Belarusian authorities to reverse course and to respect the Belarusian people\u2019s human right to freedom of expression and information, including freedom of the press and cultural freedoms.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Since the August 2020 presidential election, the authorities under President Aliaksandr Luka\u0161enka have detained tens of thousands of peaceful protestors. According to the Belarusian Association of Journalists (BAJ), the authorities have also <\/span><a href=\"https:\/\/baj.by\/en\/analytics\/figures-year-unprecedented-repressions-against-journalists-august-2020\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">blocked<\/span><\/a><span style=\"font-weight: 400\"> more than 100 news and media websites, and forced 10 publications to stop publishing.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">To date, BAJ has <\/span><a href=\"https:\/\/baj.by\/en\/analytics\/figures-year-unprecedented-repressions-against-journalists-august-2020\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">recorded<\/span><\/a><span style=\"font-weight: 400\"> the arrests of 497 journalists and media workers; 29 are still in detention. There have also been 68 cases of physical violence against journalists resulting in injury. A recent report by Reporters Without Borders and the World Organisation Against Torture <\/span><a href=\"https:\/\/rsf.org\/en\/news\/report-analyses-lukashenkos-year-old-crackdown-belarusian-journalists\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">describes<\/span><\/a><span style=\"font-weight: 400\"> systematic government repression aimed at silencing journalists.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The Belarusian PEN Centre <\/span><a href=\"https:\/\/penbelarus.org\/en\/2021\/07\/22\/bel-ru-manitoryng-parushennyau-kulturnyh-pravou-i-pravou-chalaveka-u-dachynenni-da-dzeyachau-kultury-u-belarusi-studzen-cherven-2021.html\"><span style=\"font-weight: 400\">recorded 621 cases<\/span><\/a><span style=\"font-weight: 400\"> of cultural rights violations and human rights violations against cultural workers between January and June 2021. Just recently, Belarusian fantasy-folk music group Irdorath <\/span><a href=\"https:\/\/pen.org\/press-release\/pen-america-condemns-continued-detention-of-belarusian-musicians\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">was detained<\/span><\/a><span style=\"font-weight: 400\"> for performing as part of demonstrations in 2020. To date, 39 out of more than 500 political prisoners are cultural workers.\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Over the past month, the authorities\u2019 onslaught on Belarusian civil society has dramatically intensified. In mid-July, Belarusian security forces <\/span><a href=\"https:\/\/ifex.org\/joint-call-condemning-the-belarusian-regimes-raids-on-journalists-and-human-rights-activists\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">conducted over a dozen raids<\/span><\/a><span style=\"font-weight: 400\"> on independent media outlets, human rights organisations, and think tanks. Most recently, the homes of several staff members of the independent news agency BelaPAN were <\/span><a href=\"https:\/\/belsat.eu\/en\/news\/18-08-2021-minsk-police-searching-homes-of-belapan-employees\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">searched<\/span><\/a><span style=\"font-weight: 400\"> on 18 August, and a number of their employees taken into custody for questioning. They also <\/span><a href=\"https:\/\/baj.by\/en\/content\/authorities-liquidating-dozens-ngos\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">launched legal proceedings to liquidate dozens of organisations<\/span><\/a><span style=\"font-weight: 400\"> that work on a wide array of issues ranging from freedom of expression to disability rights to providing assistance to senior citizens.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">On 9 August, the Belarus Supreme Court <\/span><a href=\"https:\/\/ifex.org\/authorities-dissolve-pen-belarus\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">dissolved the Belarusian PEN Centre<\/span><\/a><span style=\"font-weight: 400\">, one of the country\u2019s most prominent champions of free expression and cultural freedom, and whose president is the Nobel prize-winning writer Svetlana Alexievich.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">On 27 August, the Belarus Supreme Court will <\/span><a href=\"https:\/\/baj.by\/en\/content\/supreme-court-postpones-hearing-closure-belarusian-association-journalists\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">hold a hearing<\/span><\/a><span style=\"font-weight: 400\"> on the dissolution of another prominent freedom of expression organisation, BAJ. For over 25 years, BAJ and its membership of over 1300 media workers has <\/span><a href=\"https:\/\/baj.by\/en\/aboutbaj\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">promoted<\/span><\/a><span style=\"font-weight: 400\"> freedom of expression and independent journalism in Belarus, facilitating the exercise of civil, social, and cultural rights.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">BAJ and the Belarusian PEN Centre are among dozens of organisations targeted for liquidation, with others including environmental and heritage protection groups, the Office for the Rights of Disabled People, the National Youth Council, the Belarus Press Club, organisations focusing on gender rights, and groups that support older people.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">The authorities\u2019 use of the courts to crush its critics is cynical but unsurprising \u2013 a <\/span><a href=\"https:\/\/www.ohchr.org\/EN\/NewsEvents\/Pages\/DisplayNews.aspx?NewsID=26423&#038;LangID=E\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">report published last year<\/span><\/a><span style=\"font-weight: 400\"> by Ana\u00efs Marin, UN Special Rapporteur on the human rights situation in Belarus, highlighted that \u201cFor almost three decades, Belarus has failed to ensure the independence of its judiciary, implying that the rule of law remains unguaranteed, and human rights unprotected.\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">President Aliaksandr Luka\u0161enka has <\/span><a href=\"https:\/\/ifex.org\/lukashenka-launches-a-purge-of-belarusian-civil-society\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400\">openly acknowledged<\/span><\/a><span style=\"font-weight: 400\"> that \u201ca purge is underway\u201d, smearing the groups affected as \u201cgangsters and foreign agents.\u201d\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><b>These steps amount to a serious escalation <\/b><span style=\"font-weight: 400\">of the Belarus authorities\u2019 efforts to constrict civic space, silence critics, and deny the Belarusian people their democratic aspirations, as well as access to reliable information about the human rights violations being perpetrated by their own government since the fraudulent election just over a year ago.<\/span><\/p>\n<p style=\"text-align: justify\"><b>We call on the Belarusian authorities to end their crackdown on civic society and immediately reverse the dissolution of NGOs and professional organisations that play an essential role in enabling Belarusian citizens to exercise their civic, cultural, economic, and political human rights.\u00a0<\/b><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Further, we reiterate our demand for the unconditional, immediate release of all detained journalists, activists, cultural and human rights defenders, and for an end to all harassment, detentions, and assaults directed against them.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">At this critical juncture, the international community needs to urgently show solidarity with all Belarusian individuals and organisations struggling for their basic human rights, often at great cost to their own lives and livelihoods.<\/span><\/p>\n<p style=\"text-align: justify\"><b>The government\u2019s escalating crackdown must be met with intensified international efforts<\/b><span style=\"font-weight: 400\"> to pressure the Luka\u0161enka administration to change course and respect the human rights of the Belarusian people.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-weight: 400\">Accordingly, we call on the international community to:<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Condemn the government\u2019s escalation of attacks on civic society and professional organisations, and call for the dropping of all court cases against civil society organisations, activists, journalists, and cultural and human rights defenders.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Call for the immediate and unconditional release of all imprisoned journalists, activists, cultural workers, and rights defenders, and all others detained for exercising their human rights.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ensure that their diplomatic representatives within Belarus monitor court cases directed against civil society organisations, activists, journalists, cultural workers, and rights defenders.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Hold accountable the Belarusian politicians, security forces, and private, foreign and state-run entities who are responsible for abuses, through targeted sanctions and support for international efforts to document and collect evidence of rights violations, including for the purpose of eventual criminal investigation and prosecution.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Demonstrate firm support for the democratic aspirations of Belarusians and provide emergency visas, safe passage, and refuge and humanitarian assistance for Belarusian journalists, media workers, cultural workers, and other activists and dissidents fleeing persecution for their expression<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Provide direct, long-term practical support to all Belarusian organisations, media workers, cultural actors, and individuals who are striving to defend their basic rights in such difficult circumstances.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify\"><b>Signed,<\/b><\/p>\n<p
