The total number of banned books stood at 332.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Historian and tour guide <\/span><b>Michai\u0142 Masalevi\u010d<\/b><span style=\"font-weight: 400;\"> was sentenced to home confinement.<\/span><\/p>\n<p><b>Natalla Dziadziula, <\/b><span style=\"font-weight: 400;\">an employee of the University of Culture, was also sentenced to home confinement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Participants of the traditional spring celebration <\/span><b>Hukannie viasny<\/b><span style=\"font-weight: 400;\"> were detained in Homiel.<\/span><\/p>\n<p><b>Zmicier Sa\u0144ko<\/b><span style=\"font-weight: 400;\">, editor-in-chief of the publishing house <\/span><i><span style=\"font-weight: 400;\">Technalohija<\/span><\/i><span style=\"font-weight: 400;\">, was detained in Minsk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It became known that the manuscripts of writer and public figure <\/span><b>Pavie\u0142 Sieviaryniec <\/b><span style=\"font-weight: 400;\">were confiscated before his release from a penal colony.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was reported that the authorities had cancelled the music festival <\/span><b>\u201cFestiwow\u201d<\/b><span style=\"font-weight: 400;\"> in Minsk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The KGB has designated the online hub <\/span><b>\u201cNacyja lidara\u016d\u201d<\/b><span style=\"font-weight: 400;\"> (The Nation of Leaders) as an \u201cextremist formation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two new books were added to the list of \u201cextremist materials\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Authorities plan to sell the real estate of writer, journalist, and human rights defender <\/span><b>U\u0142adzimir Chilmanovi\u010d<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<hr \/>\n<h5 style=\"text-align: left;\"><b>I. Criminal prosecution of cultural figures, authors, and performers<\/b><\/h5>\n<p><b>1<\/b><b>. <\/b><span style=\"font-weight: 400;\">On 24 March, it became known that historian and tour guide <\/span><b>Michai\u0142 Masalevi\u010d<\/b><span style=\"font-weight: 400;\"> was sentenced to home confinement under Parts 1 and 2 of Article 361-4 of the Criminal Code (facilitating extremist activity). The case is linked to the \u201cBie\u0142aruski Hajun\u201d case \u2013 an independent monitoring project that tracked the movement of Russian troops and military equipment across the territory of Belarus.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> <\/span><span style=\"font-weight: 400;\">On 31 March, it became known that <\/span><b>Natalla Dziadziula<\/b><span style=\"font-weight: 400;\">, an employee of the University of Culture, was sentenced by the Minsk City Court to home confinement in a politically motivated criminal case. The charges were brought under Part 1 of Article 130 of the Criminal Code (incitement of hatred), as well as Parts 1 and 2 of Article 361-4 (facilitating extremist activity). The prosecution is reportedly linked to the \u201cBie\u0142aruski Hajun\u201d case \u2013 an independent monitoring project that tracked the movement of Russian troops and military equipment across Belarus.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>II. Detentions of cultural figures and participants of cultural events<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 21 March, participants of the traditional Belarusian spring ritual <\/span><b>Hukannie viasny<\/b><span style=\"font-weight: 400;\"> were detained in a closed courtyard of a restaurant in Homiel. Trials of some participants were held at a district police station, with judges brought in from courts in different districts of the city. As a result, one person was sentenced to 15 days of administrative arrest, while others received fines of 100 base units or more. Article 24.23 of the Code of Administrative Offences (violation of procedures for mass events) was used to prosecute <\/span><b>Viktar \u0160ypko\u016d<\/b><span style=\"font-weight: 400;\">, a decorated Police Major from the Homiel District Police Department who has spent years studying local history and folklore and received state awards, including the \u201cFor Spiritual Revival\u201d prize, for his cultural contributions.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 25 March, <\/span><b>Zmicier Sa\u0144ko<\/b><span style=\"font-weight: 400;\"> was detained in Minsk. He had been detained in February and was again in March. Sa\u0144ko is a Candidate of Biological Sciences, a linguist, and one of the founders of the Belarusian Language Society. Since 1995, he had worked as editor-in-chief of the publishing house <\/span><i><span style=\"font-weight: 400;\">Technalohija<\/span><\/i><span style=\"font-weight: 400;\">, which ceased operations following the arrests of publishers last February.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>III. Confiscation of manuscripts in places of detention<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 21 March, it became known that prison authorities had confiscated manuscripts from writer, public figure, and former political prisoner <\/span><b>Pavie\u0142 Sieviaryniec<\/b><span style=\"font-weight: 400;\">. These included the works: <\/span><i><span style=\"font-weight: 400;\">Belarusalim. Resurrection<\/span><\/i><span style=\"font-weight: 400;\"> (the third book of the trilogy), <\/span><i><span style=\"font-weight: 400;\">The Tree of Life: Belarusian Quizzes<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">Belarus is Sacred<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">God is Here: 500 essays about towns and villages of Belarus<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">Belarusian Wonders: The Most Outstanding Phenomena of Belarusian History<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">Jesus Christ Speaks Belarusian. 33 Proofs<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">The Gene of the Trinity: The Phenomenon of Interfaith Harmony in Belarus<\/span><\/i><span style=\"font-weight: 400;\">, The Golden Age (a children\u2019s fairy tale). <\/span><\/p>\n<h5 style=\"text-align: left;\"><b>IV. Cancellation of cultural events<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 15 March, it was reported that the music festival <\/span><b>\u201cFestiwow\u201d<\/b><span style=\"font-weight: 400;\"> in Minsk had been cancelled. The festival had taken place at the <\/span><i><span style=\"font-weight: 400;\">Dynama<\/span><\/i><span style=\"font-weight: 400;\"> stadium in 2024 and 2025, featuring artists and bands from CIS countries, including <\/span><b>Saluki, Zoloto, Toxi$, Cream Soda, Moya Mi\u0161el, and Tri dnia dozhdia. <\/b><span style=\"font-weight: 400;\">Organisers stated that preparations were at an advanced stage, with contracts signed with artists and partners. They said, \u201cWe believed until the very last moment that we would receive permission to hold our festival, but unfortunately, the law is the law. This has been a major blow for us\u2026 Thank you for being with us these three years.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lately, several festivals in Belarus have been cancelled, including Lidbeer (held annually since 2015 in Lida), <\/span><b>Wostrau<\/b><span style=\"font-weight: 400;\"> in Niasvi\u017e and <\/span><b>Soncastajannie<\/b><span style=\"font-weight: 400;\"> in Pru\u017eany. The reasons are not publicly specified; organisers refer to circumstances beyond their control.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The cancellations are linked to the Resolution No. 454 of the Council of Ministers (2025), which requires organisers of cultural and entertainment events to be registered in a special state registry.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>V. Designation of cultural organisations as \u201cextremist formations\u201d<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 20 March, the KGB designated the online hub <\/span><b>\u201cNacyja lidara\u016d\u201d<\/b><span style=\"font-weight: 400;\"> (The Nation of Leaders) as an \u201cextremist formation\u201d. According to its website, the initiative \u201cdesigns and supports educational initiatives and research projects aimed at strengthening civil society in Belarus. We help Belarusians develop skills necessary for building their lives and their country.\u201d<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>VI. Banned books<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Two <\/span><a href=\"https:\/\/bannedbooks.penbelarus.org\/23-03-2026-dzve-novyya-knigi-u-spise-ekstremisczkih-materyyalau\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400;\">new books<\/span><\/a><span style=\"font-weight: 400;\"> were added to the list of \u201cextremist materials\u201d: <\/span><b>Pave\u0142 Ancipa\u016d\u2019s Kuda-nibud prijezzhat <\/b><span style=\"font-weight: 400;\">(Mianie Niama, 2025) and <\/span><b>Yuri Felshtinsky&#8217;s <\/b><b><i>Natalla Radzina&#8217;s Belarus: Journalist vs Dictator<\/i><\/b> <span style=\"font-weight: 400;\">(ISIA Media Verlag, 2025).<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>VII. Repression against Belarusian writers in exile<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 19 March, it became known that the enforcement department of Hrodna\u2019s Leninski district had conducted an \u201cindependent valuation\u201d of an apartment belonging to writer, journalist, and human rights defender <\/span><b>U\u0142adzimir Chilmanovi\u010d<\/b><span style=\"font-weight: 400;\">, with the intention of selling it to recover a large fine imposed under a criminal case.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Authorities have also put his confiscated country house in the Masty district up for auction. Earlier, all household appliances belonging to his family (refrigerator, television, washing machine) had been confiscated and sold.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 19 August 2024, the Hrodna Regional Court sentenced Chilmanovi\u010d in absentia to five years in a medium-security penal colony and a fine of 1,000 base units or 40,000 BYN (13500 USD).\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>To report a violation (including confidentially) or to correct data presented in the report, please contact us at\u00a0dapamoha@penbelarus.org\u00a0or t.me\/viadoma.
