{"id":20526,"date":"2025-10-01T19:57:51","date_gmt":"2025-10-01T19:57:51","guid":{"rendered":"https:\/\/penbelarus.org\/?p=20526"},"modified":"2025-10-16T07:42:09","modified_gmt":"2025-10-16T07:42:09","slug":"hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-30-verasnya-2025-goda","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2025\/10\/01\/hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-30-verasnya-2025-goda.html","title":{"rendered":"Chronicle of human rights violations in the sphere of culture (15-30 September 2025)"},"content":{"rendered":"<p><b>As of 30 September 2025, at least 151 cultural figures, including 33 writers, were not free \u2013 either imprisoned or in home confinement.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Journalist and writer <\/span><b>Ihar Ilja\u0161<\/b><span style=\"font-weight: 400;\"> was sentenced to four years in a penal colony and fined 100 base units, payable to the state, for his comments to independent media.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sentences were also announced for the artists<\/span><b> Ihar Ryma\u0161e\u016dski <\/b><span style=\"font-weight: 400;\">and<\/span><b> Ludmi\u0142a \u0160\u010damialova.<\/b><span style=\"font-weight: 400;\"> Vocal coach <\/span><b>Maryna Rapaviec<\/b><span style=\"font-weight: 400;\"> was convicted for participating in protests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reports emerged that <\/span><b>Kiry\u0142 Kra\u016dco\u016d<\/b><span style=\"font-weight: 400;\">, founder of the art village \u010cyrvony Kastry\u010dnik, was arrested.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The married couple of accordion teachers, <\/span><b>Lilija Pa\u017earyckaja<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Alaksandr Pa\u017earycki<\/b><span style=\"font-weight: 400;\">, were sentenced to restricted freedom.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A sentence was delivered \u2018in special proceedings\u2019 against artist <\/span><b>Vijaleta Maj\u0161uk<\/b><span style=\"font-weight: 400;\"> Maishuk from Pietryka\u016d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Journalist and writer <\/span><b>Andrej Miale\u0161ka<\/b><span style=\"font-weight: 400;\"> is facing three separate criminal cases.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Singer, tour guide and teacher <\/span><b>Alaksiej Hali\u010d<\/b><span style=\"font-weight: 400;\"> served 15 days of administrative arrest in the Akrescina detention centre.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The manuscripts of writer and former political prisoner <\/span><b>Miko\u0142a Dziadok<\/b><span style=\"font-weight: 400;\">, known for his prison literature, were confiscated in the penal colony.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Human rights defender and Nobel Peace Prize laureate <\/span><b>Ale\u015b Bialacki<\/b><span style=\"font-weight: 400;\"> underwent surgery in a prison hospital.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Former political prisoner <\/span><b>Ja\u016dhien Mierkis<\/b><span style=\"font-weight: 400;\"> reported that inmates in the penal colony are subjected to additional punishment for speaking Belarusian.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The list of publications deemed \u201ccapable of harming the national interests of the Republic of Belarus\u201d was expanded by 32 titles, including <\/span><b>Sa\u0161a Filipienka\u2019s (Sasha Filipenko)<\/b><span style=\"font-weight: 400;\"> anti-war novel <\/span><b><i>The Elephant<\/i><\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<hr \/>\n<h5 style=\"text-align: left;\"><b>I. Criminal prosecution of cultural figures, authors, and performers<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 16 September 2025, the Minsk City Court sentenced journalist and writer <\/span><b>Ihar Ilja\u0161<\/b><span style=\"font-weight: 400;\"> for comments given to independent media. He was convicted under Article 361-4 of the Criminal Code (facilitating extremist activity) and Article 369-1 (discrediting Belarus). The court imposed a sentence of four years in a penal colony and a fine of 100 base units (equivalent to approximately 4,200 Belarusian rubles or 1,382 US dollars). <\/span><b>Ilja\u0161<\/b><span style=\"font-weight: 400;\">, a trained philosopher, is the co-author of the documentary book \u201c<\/span><i><span style=\"font-weight: 400;\">Belarusian Donbas\u201d<\/span><\/i><span style=\"font-weight: 400;\"> (2020), written with his wife, journalist Kaciaryna Andrejeva (Bachva\u0142ava), who has been imprisoned since 2020 on politically motivated charges. The book documents stories of Belarusians who fought both on the side of Ukraine and alongside Russian occupying forces. In 2021, it was designated as an \u201cextremist\u201d organisation in Belarus.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 18 September, it was reported that vocal teacher <\/span><b>Maryna Rapaviec<\/b><span style=\"font-weight: 400;\"> had been convicted for her participation in the 2020 protests. She was sentenced to home confinement under Article 342 of the Criminal Code (for organising, preparing, or actively participating in actions that grossly violate public order). Her name was added to the Ministry of Interior\u2019s \u201clist of extremists\u201d. <\/span>Rapaviec<span style=\"font-weight: 400;\"> had been detained in June 2025.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>3.<\/strong> On 24 September, it became known that on 23 August, the Minsk City Court sentenced the married couple of artists <\/span><b>Ihar Ryma\u0161e\u016dski<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Ludmi\u0142a \u0160\u010damialova<\/b><span style=\"font-weight: 400;\"> to one year and two months in a minimum-security penal colony. As they had already spent this time in pre-trial detention since October 2024, they were released following the verdict. Ryma\u0161e\u016dski had been accused of insulting the president and inciting hatred. At the same time, \u0160\u010damialova was charged under Article 342 of the Criminal Code (organising, preparing or actively participating in actions that grossly violate public order). Both were detained in October 2024 on politically motivated grounds. On 2 August 2025, further details of their detention became known \u2013 information provided to human rights defenders by a prisoner who had been held together with Ludmi\u0142a \u0160\u010damialova in a temporary detention facility. She recounted: <\/span><i><span style=\"font-weight: 400;\">\u201cThey came with a search warrant to the home of a man who had one of her <\/span><\/i><span style=\"font-weight: 400;\">[\u0160\u010damialova\u2019s]<\/span><i><span style=\"font-weight: 400;\"> paintings on the wall. It had no white-red-white flag, it wasn\u2019t protest-themed, but they simply didn\u2019t like it. That\u2019s why they then came with a search warrant to Ludmi\u0142a<\/span><\/i> <i><span style=\"font-weight: 400;\">and her husband, Ihar Ryma\u0161e\u016dski\u201d<\/span><\/i><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>4.<\/strong> On 25 September, it was reported that the founder of the art village <\/span><span style=\"font-weight: 400;\">\u010cyrvony Kastry\u010dnik<\/span><span style=\"font-weight: 400;\"> (Red October), <\/span><b>Kiry\u0142 Kra\u016dco\u016d<\/b><span style=\"font-weight: 400;\">, had been arrested in June 2025 and remains in custody under charges of \u201cfacilitating extremist activity\u201d (Article 361-4). He was detained as part of the \u201cHajun case\u201d, in which hundreds of individuals were accused of sending information to the \u201cBelarusian Hajun\u201d Telegram channel about the movements of Russian military equipment in Belarus. <\/span><span style=\"font-weight: 400;\">Kra\u016dco\u016d<\/span><span style=\"font-weight: 400;\"> had established the Red October art village in Re\u010dyca district, creating a pottery workshop, hosting festivals, and organising creative gatherings. A participant in the campaign <\/span><i><span style=\"font-weight: 400;\">\u201cWith a Stool to the Ocean\u201d<\/span><\/i><span style=\"font-weight: 400;\">, he hitchhiked halfway around the world.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>5.<\/strong> It became known on 25 September that the married couple of accordion players and coaches, <\/span><b>Lilija Pa\u017earyckaja <\/b><span style=\"font-weight: 400;\">and <\/span><b>Alaksandr Pa\u017earycki,<\/b><span style=\"font-weight: 400;\"> were sentenced to home confinement for their participation in the 2020 protests, under Part 1 Article 342 of the Criminal Code (organising, preparing or actively participating in actions that grossly violate public order).\u00a0<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>6.<\/strong> On 25 September, the Homiel Regional Court sentenced in absentia artist <\/span><b>Vijaleta Maj\u0161uk<\/b> <span style=\"font-weight: 400;\">from <\/span><span style=\"font-weight: 400;\">Pietryka\u016d<\/span><span style=\"font-weight: 400;\"> to three years in a penal colony under Articles 361-1 (creation of an extremist formation) and 368 (insulting the president).<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>7.<\/strong> On 30 September, it was reported that three criminal cases had been opened against journalist and writer <\/span><b>Andrej Miale\u0161ka<\/b><span style=\"font-weight: 400;\">, under Articles 361-1 (creation or participation in an extremist formation), 361-2 (financing extremist activity), and 361-4 (facilitating extremist activity).<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>II<\/b><b>. Administrative arrests of cultural figures<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 16 September, it was reported that singer, tour guide and teacher <\/span><b>Alaksiej Hali\u010d<\/b><span style=\"font-weight: 400;\"> had served 15 days of administrative detention in September at the Akrescina detention centre for allegedly engaging in \u201cunauthorised online picketing\u201d.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>III. Confiscation of manuscripts at places of incarceration<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 20 September, prison literature author <\/span><b>Miko\u0142a Dziadok<\/b><span style=\"font-weight: 400;\"> reported that his letters and manuscripts had been confiscated upon his release from the penal colony.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b> IV. Loss of health in places of incarceration<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 23 September, cameraman <\/span><b>Via\u010das\u0142a\u016d \u0141azara\u016d<\/b><span style=\"font-weight: 400;\">, released on 11 September, reported on the health condition of imprisoned literary scholar, political prisoner Alaksandr Fiaduta:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u201cWe met and talked with Fiaduta, although everyone had been warned not to approach him, as this would immediately result in a spell in the punishment cell. He has lost a great deal of weight. He walks with a stick and most often requires assistance to move around, as walking independently is difficult. His main health issue is his heart. He is frequently taken to the Main Prison Hospital, most recently a few months ago. Yet he keeps his spirits up, makes jokes, and it is always interesting to talk with him on any topic. Contact with Fiaduta is punished by confinement in the punishment cell \u2013 previously for 10 days, now for 15.\u201d<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 25 September, it was reported that human rights defender and writer <\/span><b>Ale\u015b Bialacki<\/b><span style=\"font-weight: 400;\">, Nobel Peace Prize laureate, had undergone leg surgery during the summer at the prison hospital in Kaladzi\u010dy, near Minsk. He had been transferred there from the penal colony in Horki.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>V. Persecution for speaking Belarusian in places of incarceration<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 17 September, former political prisoner <\/span><b>Ja\u016dhien Mierkis<\/b><span style=\"font-weight: 400;\"> reported that prisoners in penal colonies face additional punishment for using the Belarusian language: they are placed on a \u201cpreventive register\u201d and a yellow tag is sewn onto their prison uniforms. He also noted that prisoners were threatened with solitary confinement for speaking Belarusian.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>VI. Persecution of families of the writers who fled Belarus\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 30 September, it became known that police officers had visited the mother and sister of journalist and writer <\/span><b>Andrej Miale\u0161ka<\/b><span style=\"font-weight: 400;\">. In a Facebook post, Miale\u0161ka wrote: \u201cToday I learned under which articles they came \u2018for my soul\u2019 to my mother\u2019s home. They even asked my sister and mother that I repent, write a statement of repentance to the Commission on Returns, and come back&#8230;\u201d<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>VII. Censorship\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 29 September, it was reported that the play <\/span><i><span style=\"font-weight: 400;\">The Grimm Sisters<\/span><\/i><span style=\"font-weight: 400;\"> at the Belarusian State Puppet Theatre had been banned and would not be staged. Its premiere, initially scheduled for 13 September, was cancelled at the time under the pretext of \u201ctechnical reasons\u201d.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>VIII. Banned books<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 30 September, the Ministry of Information added a further 32 titles to the list of publications deemed to \u201cpose a threat to the national interests of the Republic of Belarus\u201d. The list now comprises a total of 173 books. Among the newly banned works is the anti-war novel <\/span><b><i>The Elephant<\/i><\/b><span style=\"font-weight: 400;\"> by <\/span><b>Sa\u0161a Filipienka (Sasha Filipenko)<\/b><span style=\"font-weight: 400;\">. The author publicly supported the 2020 protests and was subsequently forced to leave Belarus. On 14 February 2024, it was revealed that criminal proceedings had been launched against him under Article 130, Part 3 of the Criminal Code (incitement of social hostility and discord).<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On the same day, the Ministry of Information updated the \u201cNational List of Extremist Materials,\u201d adding the website and pages of the project <\/span><b><i>Kamunikat.org<\/i><\/b><span style=\"font-weight: 400;\">, three issues of the magazine <\/span><b><i>Belarus and the World<\/i><\/b><span style=\"font-weight: 400;\">, <\/span><b>Timothy Snyder\u2019s<\/b><span style=\"font-weight: 400;\"> book <\/span><b><i>On Freedom<\/i><\/b><span style=\"font-weight: 400;\">, as well as <\/span><b>Valancin Akudovi\u010d\u2019s<\/b><span style=\"font-weight: 400;\"> works <\/span><b><i>The Code of Absence<\/i><\/b><span style=\"font-weight: 400;\"> and <\/span><b><i>We Must Imagine Sisyphus Happy<\/i><\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of 30 September 2025, at least 151 cultural figures, including 33 writers, were not free \u2013 either imprisoned or in home confinement.
