The PEN community will continue to tirelessly campaign for those still detained in Belarus, and to urge justice and accountability for the grave human rights violations committed by the authorities\u2019<\/i><\/b><b>, said Ma Thida, Chair of PEN International\u2019s Writers in Prison Committee.\u00a0<\/b><\/p>\n<p><b>16 September 2025 \u2013 The Belarusian authorities must urgently release writers, cultural figures, and others still detained on politically motivated grounds in Belarus and uphold their human rights, PEN International and PEN Belarus said today, after 52 prisoners were freed by presidential pardon and transferred to Lithuania. PEN International and PEN Belarus further call on the Lithuanian authorities to protect the rights of all those released.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">On 11 September, 52 prisoners \u2013 including 14 who held foreign passports \u2013 were released from Belarusian prisons and sent to Vilnius, Lithuania. All had been detained following politically motivated prosecutions. The move came in the wake of a <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/11\/belarus-frees-political-prisoners-foreigners-us-visit\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">meeting<\/span><\/a><span style=\"font-weight: 400;\"> between Aliaksandr Luka\u0161enka and a US delegation in Minsk and was ostensibly part of Luka\u0161enka\u2019s efforts to secure sanctions relief. Amongst those released were PEN Belarus member and renowned philosopher <\/span><a href=\"https:\/\/penbelarus.org\/en\/2023\/02\/13\/uladzimir-maczkevich.html\" target=\"_blank\" rel=\"noopener \"><span style=\"font-weight: 400;\">Uladzimir Mackievi\u010d<\/span><\/a><span style=\"font-weight: 400;\">, as well as writers <a href=\"https:\/\/penbelarus.org\/en\/2025\/09\/11\/mikola-dzyadok.html\" target=\"_blank\" rel=\"noopener \">Miko\u0142a Dziadok<\/a>, <a href=\"https:\/\/penbelarus.org\/en\/2025\/09\/11\/zmiczer-dashkevich.html\" target=\"_blank\" rel=\"noopener \">Zmicier Da\u0161kievi\u010d<\/a>, <a href=\"https:\/\/penbelarus.org\/en\/2025\/09\/11\/larysa-shchyrakova.html\" target=\"_blank\" rel=\"noopener \">\u0141arysa \u0160\u010dyrakova<\/a>, <a href=\"https:\/\/penbelarus.org\/en\/2025\/09\/11\/pavel-mazhejka.html\" target=\"_blank\" rel=\"noopener \">Pavie\u0142 Ma\u017eejka<\/a> and <a href=\"https:\/\/penbelarus.org\/en\/2025\/09\/11\/pavel-vinagradau.html\" target=\"_blank\" rel=\"noopener \">Pavie\u0142 Vinahrada\u016d<\/a>. Several<\/span><a href=\"https:\/\/cpj.org\/2025\/09\/belarus-frees-at-least-8-journalists-unjustly-detained-for-years\/\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\"> journalists<\/span><\/a><span style=\"font-weight: 400;\"> were also freed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While PEN International and PEN Belarus welcome the writers\u2019 long-awaited release, the organisations express deep concern at the fact that they were forced into exile, with many expressing their wish to remain in Belarus. Many of those freed were nearing the end of their terms, and notably had their passports <\/span><a href=\"https:\/\/tsikhanouskaya.org\/en\/news\/political-prisoners-were-deported-from-belarus-to-lithuania-without-passports.html\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">confiscated<\/span><\/a><span style=\"font-weight: 400;\">, thus preventing them from returning to Belarus and being reunited with their loved ones. Prominent opposition politician Mikalai Statkevich, who refused to be forced into exile, <\/span><a href=\"https:\/\/www.euronews.com\/2025\/09\/13\/freed-belarus-prisoners-prominent-opposition-leader-refuses-forced-exile\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">reportedly<\/span><\/a><span style=\"font-weight: 400;\"> made his way back to Belarus. According to information available, Statkevich was detained upon arrival and sent back to prison. His exact whereabouts remain unknown at the time of writing.<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u2018We welcome every life out of a cell and are glad that six writers were freed. Yet we must speak the truth: being forced into exile is not freedom but another form of punishment. Over a thousand people remain behind bars in Belarus in inhuman conditions \u2014 among them 23 writers \u2014 and new politically motivated arrests take place every day. Those released carry deep trauma; many did not choose to leave Belarus and now find themselves abroad with no family, no home, and no support network. Real freedom is the freedom to choose one\u2019s home and future.\u00a0We urge the release of all political prisoners and an end to the repression and new arrests. People must not be forced into exile but guaranteed a safe and unconditional right to return. Comprehensive support and rehabilitation must be afforded to those already forced out\u2019 <\/span><\/i><span style=\"font-weight: 400;\">said <\/span><b>Taciana Niadbaj, President of PEN Belarus<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Those still detained on trumped up grounds in Belarus include writer, human rights defender, Nobel Peace Prize winner, and PEN Belarus member <\/span><a href=\"https:\/\/www.pen-international.org\/news\/nobel-laureates-join-in-support-of-nobel-prize-winner-ales-bialiatski\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Ales Bialiatski<\/span><\/a><span style=\"font-weight: 400;\">; lawyer, academic, writer <\/span><a href=\"https:\/\/www.pen-international.org\/our-campaigns\/case-list-2023-2024\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Maksim Znak<\/span><\/a><span style=\"font-weight: 400;\">; and journalist, writer, poet, and honorary PEN member <\/span><a href=\"https:\/\/www.pen-international.org\/cases\/kaciaryna-andrejeva-bachvaava\" target=\"_blank\" rel=\"noopener nofollow\"><span style=\"font-weight: 400;\">Kaciaryna Andrejeva (Bachva\u0142ava)<\/span><\/a> <span style=\"font-weight: 400;\">\u2013 amongst other <\/span><a href=\"https:\/\/penbelarus.org\/en\/tag\/people-of-word\" target=\"_blank\" rel=\"noopener \"><span style=\"font-weight: 400;\">writers and cultural figures<\/span><\/a><span style=\"font-weight: 400;\">.
