{"id":20156,"date":"2025-08-18T08:15:14","date_gmt":"2025-08-18T08:15:14","guid":{"rendered":"https:\/\/penbelarus.org\/?p=20156"},"modified":"2025-09-02T07:17:25","modified_gmt":"2025-09-02T07:17:25","slug":"hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-1-15-zhniunya-2025-goda","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2025\/08\/18\/hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-1-15-zhniunya-2025-goda.html","title":{"rendered":"Chronicle of human rights violations in the sphere of culture (1-15 August 2025)"},"content":{"rendered":"<p><b>As of 15 August 2025, at least 158 cultural figures, including 41 writers, were not free \u2013 either imprisoned or in home confinement.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Ministry of Internal Affairs has added cultural promoter <\/span><b>Nina Bahinskaja<\/b><span style=\"font-weight: 400;\"> to the \u201clist of individuals associated with extremist activities\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Telegram channel <\/span><b><i>Fundacja Tutaka<\/i><\/b><span style=\"font-weight: 400;\"> has been designated as \u201cextremist\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The information materials of the Instagram account <\/span><b>Bie\u0142aruski martyra\u0142oh<\/b><span style=\"font-weight: 400;\"> (<\/span><b>Belarusian Martyrology)<\/b><span style=\"font-weight: 400;\"> have been labelled as \u201cextremist\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The anti-war novel <\/span><i><span style=\"font-weight: 400;\">The Elephant<\/span><\/i><span style=\"font-weight: 400;\"> by writer <\/span><b>Sa\u0161a Filipienka (Sasha Filipenko)<\/b><span style=\"font-weight: 400;\"> was withdrawn from sale on the <\/span><i><span style=\"font-weight: 400;\">Wildberries<\/span><\/i><span style=\"font-weight: 400;\"> marketplace.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Ministry of Information has added 31 new entries to the list of \u201cbanned books\u201d, among them <\/span><b><i>Here They Are, and Here We Are\u2014Belarusian Poetry and Poems of Solidarity<\/i><\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<hr \/>\n<h5 style=\"text-align: left;\"><b>I. Criminal prosecution of cultural figures, authors, and performers<\/b><\/h5>\n<p><b>1.<\/b><span style=\"font-weight: 400;\"> On 2 August, details emerged regarding the detention of artists <\/span><b>Ludmi\u0142a \u0160\u010damialova<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Ihar Ryma\u0161e\u016dski<\/b><span style=\"font-weight: 400;\">. According to information passed to human rights defenders by a detainee who had shared a cell with Ludmi\u0142a \u0160\u010damialova in the temporary detention centre:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey came with a search warrant to the home of a man who had one of her paintings. It was neither in white-red-white colours nor protest-themed, but they simply did not like it. Afterwards, they came to search the home of Ludmi\u0142a<\/span> <span style=\"font-weight: 400;\">and her husband, Ihar Ryma\u0161e\u016dski. The authorities labelled them an \u2018extremist group\u2019 and brought charges under Article 357 of the Criminal Code.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The information that artists Ludmi\u0142a \u0160\u010damialova and Ihar Ryma\u0161e\u016dski had been arrested on politically motivated charges was confirmed on 29 November 2024.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 15 August, the Ministry of Internal Affairs added cultural promoter <\/span><b>Nina Bahinskaja<\/b><span style=\"font-weight: 400;\"> to the \u201clist of individuals associated with extremist activity\u201d. On 30 May 2025, Minsk\u2019s Pier\u0161amajski District Court held a trial against the 78-year-old under Article 342-2 of the Criminal Code (repeated violation of the procedure for organising or holding mass events) for displaying national symbols on the streets of Minsk in 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The charges were based on administrative offence reports and court rulings issued in 2024 concerning the use of national symbols. One offence report was filed concerning a T-shirt bearing the slogan \u201cNo to War!\u201d. Nina Bahinskaya was found guilty of \u201crepeatedly violating the law on mass gatherings\u201d, but the court applied Article 79 of the Criminal Code (conviction without imposition of punishment) and placed her under \u201cpreventive supervision\u201d.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>II. Conditions in the places of detention\u00a0<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Additional checks continue at border posts upon entry into Belarus, including phone inspections, interrogations, and detentions. Those detained are held in a temporary detention facility in the nearest city until trial, after which they are either fined and released or sentenced to several days of arrest.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Testimonies from detainees describe inhuman conditions in the temporary detention centre in Brest: lack of oxygen in the basement cells, unsanitary conditions, and severe infestations of bedbugs, the bites of which cause intense itching and swelling, and in some cases trigger allergic reactions.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>III. Designation of cultural initiatives as \u201cextremist\u201d\u00a0<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 1 August, the Bycha\u016d District Court ruled to label the Telegram channel <\/span><b><i>Fundacja Tutaka<\/i><\/b><span style=\"font-weight: 400;\">, which promotes Belarusian culture, as \u201cextremist materials\u201d.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 5 August 2025, Minsk\u2019s Saviecki District Court designated the information materials of the Instagram account <\/span><i><span style=\"font-weight: 400;\">belarusianmartyrology<\/span><\/i><span style=\"font-weight: 400;\"> (<\/span><a href=\"https:\/\/instagram.com\/belarusianmartyrology\" target=\"_blank\" rel=\"nofollow noindex noopener\"><span style=\"font-weight: 400;\">https:\/\/instagram.com\/belarusianmartyrology<\/span><\/a><span style=\"font-weight: 400;\">) as \u201cextremist\u201d. <\/span><b><i>Belarusian Martyrology<\/i><\/b><span style=\"font-weight: 400;\"> is a collection of more than 1,000 portraits of Belarusian political prisoners created by the artist <\/span><b>Ksi\u0161a Anhie\u0142ava<\/b><span style=\"font-weight: 400;\">. The project, coordinated by <\/span><b>Natalla Harkovi\u010d<\/b><span style=\"font-weight: 400;\"> within the <\/span><i><span style=\"font-weight: 400;\">Christian Vision<\/span><\/i><span style=\"font-weight: 400;\"> initiative, is dedicated to preserving the memory of the repressed. Exhibitions of the portraits have been held in several countries, including the capitals of Italy and Denmark, accompanied by performances and public discussions on human rights violations in Belarus.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b> IV. Repression in the publishing sector and book bans<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 3 August, the anti-war novel <\/span><b><i>The Elephant<\/i><\/b> <span style=\"font-weight: 400;\">by writer <\/span><b>Sa\u0161a Filipienka (Sasha Filipenko)<\/b><span style=\"font-weight: 400;\"> was removed from sale on the <\/span><i><span style=\"font-weight: 400;\">Wildberries<\/span><\/i><span style=\"font-weight: 400;\"> marketplace in Belarus. The book had been officially published in Russia by the <\/span><i><span style=\"font-weight: 400;\">Vremya<\/span><\/i><span style=\"font-weight: 400;\"> publishing house. On the same day, Filipienka shared a link on Facebook to <\/span><i><span style=\"font-weight: 400;\">Wildberries<\/span><\/i><span style=\"font-weight: 400;\">, noting: \u201c<\/span><i><span style=\"font-weight: 400;\">The Elephant<\/span><\/i><span style=\"font-weight: 400;\"> has finally crossed the border, and now it can be purchased not only in Europe but also in Belarus &#8211; and nearby.\u201d The book was withdrawn from sale after propaganda channels drew attention to his post. The Belarusian edition, published earlier than the Russian version, was released by <\/span><i><span style=\"font-weight: 400;\">Gutenberg Publisher<\/span><\/i><span style=\"font-weight: 400;\">. Filipienka openly supported the 2020 protests and was subsequently forced to leave Belarus. On 14 February 2024, it became known that a criminal case had been initiated against him under Part 3 of Article 130 of the Criminal Code (incitement of social hatred and discord).<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 4 August, the Ministry of Information updated the list of \u201cprinted publications containing informational messages and\/or materials whose distribution may harm the national interests of the Republic of Belarus\u201d. 31 books were added to the list, including:<\/span> <b><i>Here They Are, and Here We Are: Belarusian Poetry and Poems of Solidarity<\/i><\/b><b>; Donna Tartt\u2019s <\/b><b><i>The Secret History<\/i><\/b><b>; Yukio Mishima\u2019s <\/b><b><i>Life for Sale<\/i><\/b><b>; Vladimir Sorokin\u2019s <\/b><b><i>Marina\u2019s Thirtieth Love<\/i><\/b><b>; Chuck Palahniuk\u2019s <\/b><b><i>Invisible Monsters<\/i><\/b><b>; and Ryu Murakami\u2019s <\/b><b><i>Topaz<\/i><\/b><b> and <\/b><b><i>Ecstasy<\/i><\/b><b>.<\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of 15 August 2025, at least 158 cultural figures, including 41 writers, were not free \u2013 either imprisoned or in home confinement.
