{"id":20010,"date":"2025-08-01T08:34:39","date_gmt":"2025-08-01T08:34:39","guid":{"rendered":"https:\/\/penbelarus.org\/?p=20010"},"modified":"2025-08-18T08:15:59","modified_gmt":"2025-08-18T08:15:59","slug":"hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-31-lipenya-2025-goda","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2025\/08\/01\/hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-31-lipenya-2025-goda.html","title":{"rendered":"Chronicle of human rights violations in the sphere of culture (15-31 July 2025)"},"content":{"rendered":"<p><span style=\"font-size: 12pt;\"><b>As of 31 July 2025, at least 158 cultural figures, including 39 writers, were not free \u2013 either imprisoned or in home confinement.<\/b><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">Librarian <\/span><b>Nastassia Trub\u010dyk-Dzivakova<\/b><span style=\"font-weight: 400;\"> was convicted in a politically motivated criminal case.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">In Brest, designer <\/span><b>Dzmitry Caruk<\/b><span style=\"font-weight: 400;\"> was arrested on politically motivated charges.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">Artist <\/span><b>Aksana \u0160alapina<\/b><span style=\"font-weight: 400;\"> was arrested in connection with a politically motivated criminal case.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">At Penal Colony No. 15 in Mahilo\u016d, <\/span><b>&#8220;undesirable&#8221; books<\/b><span style=\"font-weight: 400;\"> were reportedly burned on the orders of the administration.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">The book <\/span><i><span style=\"font-weight: 400;\">From Dictatorship to Democracy<\/span><\/i><span style=\"font-weight: 400;\"> (1993) by <\/span><b>Gene Sharp<\/b><span style=\"font-weight: 400;\"> and <\/span><b><i>Burned Villages: Crimes of National Socialism Against the Rural Population in Poland and the Soviet Union During the Second World War<\/i><\/b><span style=\"font-weight: 400;\"> (2024) were officially declared &#8220;extremist materials&#8221;.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">The educational platform <\/span><b><i>Belarusian Academy<\/i><\/b><span style=\"font-weight: 400;\"> was designated as an &#8220;extremist formation&#8221;.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">The pages of the media project <\/span><b><i>ChinChinChannel<\/i><\/b><span style=\"font-weight: 400;\"> were labelled as &#8220;extremist materials&#8221;.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">A court designated the jewellery brand <\/span><b><i>Belaruskicry<\/i><\/b> <span style=\"font-weight: 400;\">as &#8220;extremist formation&#8221;.<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">The YouTube channels of the blogger Grey Cat (<\/span><b><i>\u0160ery Kot<\/i><\/b><span style=\"font-weight: 400;\">) were classified as &#8220;extremist materials&#8221;.<\/span><\/span><\/p>\n<hr \/>\n<h5><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b>I.<\/b><b>Criminal prosecution of cultural figures, authors, and performers<br \/>\n<\/b><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">1. On 22 July, it was reported that librarian <\/span><b>Nastassia Trub\u010dyk-Dzivakova<\/b><span style=\"font-weight: 400;\"> had been convicted in a politically motivated criminal case under Article 342 of the Criminal Code for her participation in the peaceful protests of 2020. It is presumed that she was sentenced to home confinement (a form of restricted liberty without placement in a correctional facility).<\/span><\/span><\/h5>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">2. On 28 July, news emerged of the arrest of designer <\/span><b><i>Dzmitry Caruk<\/i><\/b><span style=\"font-weight: 400;\"> in Brest. After spending three days in a temporary detention centre, he was transferred to Pre-Trial Detention Centre No. 7 in Brest. It is assumed that he is facing charges under Article 361-4 of the Criminal Code (facilitating <\/span><b>extremist<\/b><span style=\"font-weight: 400;\"> activity).<\/span><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">3. On 30 July, it was confirmed that on 24 June, artist <\/span><b>Aksana \u0160alapina<\/b><span style=\"font-weight: 400;\"> was arrested in Minsk in connection with a criminal case under Article 361-4 of the Criminal Code (facilitating extremist activity) for providing support to political prisoners. Aksana \u0160alapina&#8217;s paintings are held in private collections in the United States and across several European countries.<\/span><\/span><\/p>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b>II. <\/b><b>Conditions in the places of incarceration<\/b><\/span><\/h5>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">On 31 July, it was reported that &#8220;undesirable&#8221; books had been incinerated at Penal Colony No. 15 in Mahilo\u016d on the orders of the administration. The information was shared with human rights defenders by former political prisoner <\/span><b><i>Dani\u0142a \u010cul<\/i><\/b><span style=\"font-weight: 400;\">, who feared that a new criminal case could be brought against him over a Polish-language phrasebook in his possession.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; font-size: 12pt;\">&#8220;I remember thinking I&#8217;d be convicted under Article 411 of the Criminal Code. There was a period when large numbers of so-called undesirable books were being confiscated from everyone: programming manuals, textbooks, language guides, psychology and psychiatry books. You could send them to your personal storage, to your belongings, or donate them to the library &#8211; we were told they would be added to the Mahilo\u016d library&#8217;s holdings. But some books, such as those by Sapolsky, were burned in the boiler room. That&#8217;s because those books explain things very clearly, and they make you think critically. I had a Polish-language phrasebook, and a month before that, we had been told that if anyone was found with materials in any language other than English, they would be charged under Article 411 of the Criminal Code.&#8221;<\/span><\/p>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b>III.<\/b><b>Designation of cultural initiatives as &#8220;extremist materials&#8221;<\/b><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b><\/b><span style=\"font-weight: 400;\">1. On 18 July, the YouTube channels <\/span><i><span style=\"font-weight: 400;\">\u0160ery Kot<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">\u0160ery Kot Streams<\/span><\/i><span style=\"font-weight: 400;\">, belonging to political prisoner and blogger <\/span><b>Zmicier Kaz\u0142o\u016d<\/b> <span style=\"font-weight: 400;\">(alias <\/span><b>Grey Cat<\/b><span style=\"font-weight: 400;\">), were officially designated as &#8220;extremist materials&#8221;. Kaz\u0142o\u016d<\/span> <span style=\"font-weight: 400;\">has been imprisoned since 10 June 2020. His channels feature a significant amount of cultural content, including a meeting with Nobel Peace Prize laureate, writer and human rights defender <\/span><b>Ale\u015b Bialacki<\/b><span style=\"font-weight: 400;\">, the opening of an art exhibition and the presentation of <\/span><b>Ale\u015b Pu\u0161kin&#8217;s<\/b><span style=\"font-weight: 400;\"> book <\/span><i><span style=\"font-weight: 400;\">Prison Album<\/span><\/i><span style=\"font-weight: 400;\">, as well as coverage of efforts to protect <\/span><i><span style=\"font-weight: 400;\">Kurapaty<\/span><\/i><span style=\"font-weight: 400;\">, a site of mass executions during the USSR era.<\/span><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">2. On 22 July, the State Security Committee (KGB) added the educational platform <\/span><b><i>Belarusian Academy<\/i><\/b><span style=\"font-weight: 400;\"> to its list of &#8220;extremist formations&#8221;. The project was founded in October 2020 by <\/span><b>\u015aviat\u0142ana Kul-Silvierstava<\/b><span style=\"font-weight: 400;\">, a Doctor of History and poet. <\/span><i><span style=\"font-weight: 400;\">Belarusian Academy<\/span><\/i><span style=\"font-weight: 400;\"> is a distance learning platform offering instruction in both Belarusian and Russian, in line with the Bologna Process. Graduates receive European-format higher education diplomas.<\/span><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">3. On 25 July, the social media pages of the project <\/span><b><i>ChinChinChannel<\/i><\/b><span style=\"font-weight: 400;\">, created by former actors of the Janka Kupa\u0142a Theatre, were declared &#8220;extremist materials&#8221;.<\/span><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b><span style=\"font-weight: 400;\">4. On 23 July, Minsk&#8217;s Partyzanski District Court designated the jewellery brand <\/span><i>Belaruskicry<\/i><span style=\"font-weight: 400;\"> as an &#8220;extremist formation&#8221;. It was also reported that customer data had been leaked. The brand was founded by a Belarusian designer who fled to Georgia after the 2020 protests. Its most popular item is a pendant titled <\/span><i><span style=\"font-weight: 400;\">Belarus with a Tear<\/span><\/i><span style=\"font-weight: 400;\">. In an unofficial Telegram channel, police officers warned that a criminal case would be opened against every customer who places a new order.<\/span><\/b><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b>IV.<\/b><b>Repression in the publishing sector<\/b><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">1. On 25 July, the book <\/span><i><span style=\"font-weight: 400;\">From Dictatorship to Democracy<\/span><\/i><span style=\"font-weight: 400;\"> (1993) by political scientist <\/span><b>Gene Sharp<\/b><span style=\"font-weight: 400;\">, which explores methods of nonviolent resistance to dictatorship, was declared &#8220;extremist material&#8221;.<\/span><\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b><span style=\"font-weight: 400;\">2. On 28 July, the Central District Court of Minsk added the book <\/span><i>Burned Villages: Crimes of National Socialism Against Rural Populations in Poland and the Soviet Union During the Second World War<\/i><span style=\"font-weight: 400;\"> to the Republican List of Extremist Materials. Edited by Florian Wieler and Fr\u00e9d\u00e9ric Bonnesseur in collaboration with Sibylle Suchan-Floss, the book was published in 2024 and documents Nazi atrocities on the territory of Poland and the Soviet Union.<\/span><\/b><\/span><\/h5>\n\n<h5 style=\"text-align: left;\"><span style=\"font-size: 12pt;\"><b><\/b><b>V. <\/b><b>Repression in the music field<\/b><\/span><\/h5>\n<p><span style=\"font-size: 12pt;\"><span style=\"font-weight: 400;\">On 25 July, the song <\/span><i><span style=\"font-weight: 400;\">Belarus<\/span><\/i><span style=\"font-weight: 400;\"> by <\/span><b>Karniej Tarasa\u016d<\/b><span style=\"font-weight: 400;\"> was officially designated as &#8220;extremist material&#8221;.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of 31 July 2025, at least 158 cultural figures, including 39 writers, were not free \u2013 either imprisoned or in home confinement.
