{"id":18738,"date":"2025-04-02T12:24:15","date_gmt":"2025-04-02T12:24:15","guid":{"rendered":"https:\/\/penbelarus.org\/?p=18738"},"modified":"2025-04-17T06:09:41","modified_gmt":"2025-04-17T06:09:41","slug":"hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-31-sakavika-2025-goda","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2025\/04\/02\/hronika-parushennyau-pravou-chalaveka-u-sfery-kultury-15-31-sakavika-2025-goda.html","title":{"rendered":"Chronicle of human rights violations in the sphere of culture (15-31 March 2025)"},"content":{"rendered":"<p><b>As of\u00a031 March 2025, at least 165 cultural figures, including not less than 36\u00a0writers, were not free \u2013 imprisoned or in home confinement.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Historian and singer-songwriter <\/span><b>Dzmitry Novika\u016d <\/b><span style=\"font-weight: 400;\">(aka <\/span><b>Ahniavit<\/b><span style=\"font-weight: 400;\">) was detained in connection with a criminal case for participating in the 2020 post-election protests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prison literature author <\/span><b>Miko\u0142a Dziadok <\/b><span style=\"font-weight: 400;\">was<\/span> <span style=\"font-weight: 400;\">transferred to Detention Centre No. 1 in Kaladzi\u010dy due to a new criminal case.<\/span><\/p>\n<p><b>Iryna Sa\u0142ankova <\/b><span style=\"font-weight: 400;\">was sentenced to 20 days of arrest for shouting <\/span><i><span style=\"font-weight: 400;\">&#8220;Glory to Ukraine!&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> during Luhansk Theatre&#8217;s performance of the rock opera <\/span><i><span style=\"font-weight: 400;\">&#8220;Crucified Youth&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> in Minsk.\u00a0<\/span><\/p>\n<p><b>Andrej (Andrzej) Pa\u010dobut<\/b><span style=\"font-weight: 400;\"> had his confinement in a cell-type room extended for another six months.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cultural scholar <\/span><b>Vac\u0142a\u016d Are\u0161ka <\/b><span style=\"font-weight: 400;\">turned 70 behind bars. His eyesight has significantly deteriorated during incarceration.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A court in Belarus has declared the book <\/span><b><i>The Accidental President (A Political Portrait)<\/i><\/b><span style=\"font-weight: 400;\"> as &#8220;extremist informational materials&#8221;.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Investigative Committee published a statement containing threats against the participants in the <\/span><b>Freedom Day <\/b><span style=\"font-weight: 400;\">celebrations outside Belarus.<\/span><\/p>\n<hr \/>\n<h5 style=\"text-align: left;\"><b>I. Criminal prosecution of cultural figures, authors, and performers<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 19 March, it became known that history populariser and singer-songwriter <\/span><b>Dzmitry Novika\u016d <\/b><span style=\"font-weight: 400;\">(aka <\/span><b>Ahniavit<\/b><span style=\"font-weight: 400;\">) was detained in Minsk under Article 342 of the Criminal Code (organising, preparing or actively participating in actions that grossly violate public order). Dzmitry Novika\u016d<\/span> <span style=\"font-weight: 400;\">(Ahniavit) ran several creative projects, including the Telegram channel <\/span><i><span style=\"font-weight: 400;\">&#8220;Baiki dyadyushki Ognevita&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> (&#8220;Uncle Ognevit&#8217;s Tales&#8221;), the website <\/span><i><span style=\"font-weight: 400;\">PaleoNews \u2013 News of Palaeontology<\/span><\/i><span style=\"font-weight: 400;\">, and a local history YouTube channel featuring unconventional routes across Belarus.<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 31 March, it became known that <\/span><b>Miko\u0142a Dziadok<\/b><span style=\"font-weight: 400;\">, author of prison literature, had been transferred to <\/span><span style=\"font-weight: 400;\">Detention Centre No. 1 in Kaladzi\u010dy<\/span><span style=\"font-weight: 400;\"> due to a new criminal case. He was scheduled to walk out free on 4 April 2025. <\/span><span style=\"font-weight: 400;\">Miko\u0142a Dziadok<\/span><span style=\"font-weight: 400;\"> is the author of the book <\/span><i><span style=\"font-weight: 400;\">Colours of a Parallel World<\/span><\/i><span style=\"font-weight: 400;\">, a blogger, a contributor to the <\/span><i><span style=\"font-weight: 400;\">Novy Chas<\/span><\/i><span style=\"font-weight: 400;\"> newspaper, and an activist of the anarchist movement. The book <\/span><i><span style=\"font-weight: 400;\">Colours of a Parallel World<\/span><\/i><span style=\"font-weight: 400;\"> analyses the Belarusian prison system and the prison&#8217;s administrations&#8217; methods of breaking inmates&#8217; will. It is based on <\/span><span style=\"font-weight: 400;\">Miko\u0142a Dziadok&#8217;s<\/span><span style=\"font-weight: 400;\"> own experience during his first politically motivated imprisonment when he spent 4.5 years behind bars (from 2010 to 2015 under the so-called &#8220;anarchists&#8217; case&#8221;) and was recognised as a political prisoner. His current sentence\u2014five years in prison\u2014was issued on 10 November 2021 by the Minsk City Court.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>II. Administrative persecution<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 24 March, police detained <\/span><b>Iryna Sa\u0142ankova <\/b><span style=\"font-weight: 400;\">in Minsk after she shouted <\/span><i><span style=\"font-weight: 400;\">&#8220;Glory to Ukraine!&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> during the 23 March performance of the rock opera <\/span><i><span style=\"font-weight: 400;\">&#8220;Crucified Youth&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> by the visiting Luhansk Academic Music and Drama Theatre troupe at the Belarusian State Philharmonic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">State propagandist <\/span><b>Ksienija Lebiedzieva <\/b><span style=\"font-weight: 400;\">wrote on her Telegram channel that the slogan was shouted while the audience was &#8220;clapping with tears in their eyes&#8221;. She also claimed that <\/span><b>Iryna Sa\u0142ankova<\/b><span style=\"font-weight: 400;\"> resisted the police during her detention, stating: <\/span><i><span style=\"font-weight: 400;\">&#8220;She dropped to the floor, resisted, and had to be carried into the police car by four officers.&#8221;<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">On 26 March, Minsk&#8217;s Saviecki District Court sentenced Iryna Sa\u0142ankova to 20 days of administrative arrest under Article 24.23 of the Code of Administrative Offences (organising a mass event) and Article 23.4 (disobedience to a police officer).<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>III. Conditions in the places of incarceration<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> Political prisoner, journalist, and essayist Andrej (Andrzej) Pa\u010dobut had his confinement in a cell-type room extended by six months at Penal Colony No. 1 in Navapo\u0142ack. Such cells are used for prisoners deemed to have committed &#8220;malicious violations of the established order of serving sentences in correctional colonies&#8221;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During his imprisonment, Andrej Pa\u010dobut&#8217;s health has significantly deteriorated, with problems related to high blood pressure, heart issues, and vision.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pa\u010dobut is the author of the book <\/span><i><span style=\"font-weight: 400;\">System Belarus<\/span><\/i><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">System Bia\u0142oru\u015b<\/span><\/i><span style=\"font-weight: 400;\">, 2013). Written for a Polish publisher, it explores problems characteristic of Belarus and the entire post-Soviet space.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 8 February 2023, the Hrodna Regional Court sentenced Andrej Pa\u010dobut to 8 years in a medium-security penal colony, finding him guilty under Part 3 of Article 361 of the Criminal Code (calls for restrictive measures [sanctions] aimed at harming national security), and Part 3 of Article 130 of the Criminal Code (incitement of national, religious, or other social hatred and discord).<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> Political prisoner and cultural scholar <\/span><b>Vac\u0142a\u016d Are\u0161ka<\/b><span style=\"font-weight: 400;\"> turned 70 years old behind bars. During his imprisonment, his vision has significantly deteriorated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vac\u0142a\u016d Are\u0161ka<\/span> <span style=\"font-weight: 400;\">graduated from the Belarusian State Academy of Arts with a degree in theatre studies, worked at the Young Spectator&#8217;s Theatre and National Art Museum, and taught at the Belarusian State Academy of Arts. He developed a new academic course titled <\/span><i><span style=\"font-weight: 400;\">&#8220;History and Theory of Belarusian Culture&#8221;<\/span><\/i><span style=\"font-weight: 400;\">, translated works of Belarusian Baroque literature from Old Polish. He wrote book and software reviews for <\/span><i><span style=\"font-weight: 400;\">Nasha Niva<\/span><\/i><span style=\"font-weight: 400;\"> newspaper.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 5 January 2023, the Minsk City Court sentenced Vac\u0142a\u016d Are\u0161ka to eight years in a medium-security penal colony.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b> IV. Repressions against books<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 18 March 2025, Minsk&#8217;s Centralny District Court declared the book <\/span><i><span style=\"font-weight: 400;\">The Accidental President (A Political Portrait)&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> by journalists <\/span><b>Pavie\u0142 \u0160aramiet <\/b><span style=\"font-weight: 400;\">and <\/span><b>Sviat\u0142ana Kalinkina<\/b><span style=\"font-weight: 400;\"> &#8220;extremist informational materials&#8221;. The book was published in 2004 by Limbus Press in Russian in St. Petersburg. The court&#8217;s ruling also applies to any copies or other editions of the book.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b>V. Persecution of exiled cultural figures<\/b><\/h5>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>1.<\/strong> On 21 March, the Investigative Committee published a statement containing threats against participants of the <\/span><b>Freedom Day <\/b><span style=\"font-weight: 400;\">celebrations held on 25 March outside Belarus. It read: <\/span><span style=\"font-weight: 400;\">&#8220;Law enforcement agencies will analyse data on potential and actual participants in these events to identify individuals and subsequently bring them to criminal responsibility, including through the use of special proceedings mechanism.&#8221;<\/span><\/p>\n<p><b><\/b><span style=\"font-weight: 400;\"><strong>2.<\/strong> On 30 March, it became known that the <\/span><b>KGB<\/b><span style=\"font-weight: 400;\"> had seized a house in Pinsk belonging to journalist and poet<\/span><b> Alaksiej Dzikavicki<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h5 style=\"text-align: left;\"><b> VI. Censorship<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">On 28 March, the exhibition <\/span><b>&#8220;Art-Minsk 2025&#8221;<\/b><span style=\"font-weight: 400;\"> opened in Minsk. The organisers announced a record number of applications for the event\u20141,300. However, only 550 works by 225 artists were included in the exhibition at the Palace of Arts, meaning that more than 700 applications were not accepted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The art festival saw a reduction of 25 artists compared to 2024 and more than 200 fewer than in 2020.
