We stand with the courageous journalists of Serbia and urge the authorities to ensure their safety\u201d &#8211; <em>Ma Thida, Chair of PEN International\u2019s Writers in Prison Committee<\/em><\/strong><\/p>\n<p class=\"preFade fadeIn\"><strong>07 February 2025: The Serbian authorities must uphold the right to peacefully protest and ensure a safe and enabling environment for journalists, PEN International said today, as student-led demonstrations continue to sweep through the country.\u00a0<\/strong><\/p>\n<p class=\"preFade fadeIn\">The trigger for the latest protests came on 1 November 2024, when 15 people died and several were seriously injured following the <a tabindex=\"0\" href=\"https:\/\/www.politico.eu\/article\/serbia-railway-station-accident-minister-transport-milos-vucevic-construction\/\" target=\"_blank\" rel=\"noopener nofollow\">collapse<\/a> of the concrete canopy of the newly renovated train station in Novi Sad, northern Serbia. Many blamed the Serbian authorities for the disaster, alleging corruption and incompetence. Since then, tens of thousands of people have been taking part in <a tabindex=\"0\" href=\"https:\/\/www.theguardian.com\/world\/2025\/feb\/03\/serbia-student-led-protesters-next-move\" target=\"_blank\" rel=\"noopener nofollow\">student-led demonstrations<\/a> across the country, urging transparency and accountability. Serbia\u2019s transport minister and prime minister subsequently resigned, with the protests showing no sign of abating. On 3 February 2025, Serbia\u2019s Bar Association <a tabindex=\"0\" href=\"https:\/\/balkaninsight.com\/2025\/02\/03\/serbian-lawyers-suspend-work-for-month-in-support-of-protests\/\" target=\"_blank\" rel=\"noopener nofollow\">declared<\/a> a one-month lawyers\u2019 strike in solidarity, bringing the justice system to a halt.<\/p>\n<p class=\"preFade fadeIn\">Protesters have <a tabindex=\"0\" href=\"https:\/\/balkaninsight.com\/2025\/01\/22\/changing-the-narrative-how-the-serbian-state-works-to-demonise-protesters\/\" target=\"_blank\" rel=\"noopener nofollow\">alleged<\/a> that pro-government groups have been seeking to escalate violence during the largely peaceful protests, in an effort to disrupt and <a tabindex=\"0\" href=\"https:\/\/apnews.com\/article\/serbia-canopy-collapse-protest-novi-sad-9f4c6e14c01aca29aa4f2c6720bbebff\" target=\"_blank\" rel=\"noopener nofollow\">undermine<\/a> them. Pro-government media have been reporting negatively on the protests and <a tabindex=\"0\" href=\"https:\/\/www.euronews.com\/2025\/01\/16\/student-protester-hit-by-car-at-anti-government-demonstration-in-belgrade\" target=\"_blank\" rel=\"noopener nofollow\">published<\/a> some protesters\u2019 personal data, raising concerns for their safety. Notably, in January 2025, a showing at the University of Belgrade of Oliver Frlji\u0107\u2019s play <em>Zoran \u0110in\u0111i\u0107<\/em> \u2013 based on the late Serbian prime minister assassinated in 2003 because of his pro-democracy stance and crackdown on organised crime \u2013 was demonised on social media and <a tabindex=\"0\" href=\"https:\/\/www.alo.rs\/vesti\/politika\/1013062\/pogledajte-sta-pustaju-na-fpn-u-i-pravnom-fakuletu-fotovideo\/vest\" target=\"_blank\" rel=\"noopener nofollow\">portrayed<\/a> by tabloids as yet another example of students offending and betraying Serbia. President Aleksandar Vu\u010di\u0107 alleged students were receiving money from abroad and <a tabindex=\"0\" href=\"https:\/\/www.theguardian.com\/world\/2025\/jan\/30\/we-are-done-with-corruption-how-the-students-of-serbia-rose-up-against-the-system\" target=\"_blank\" rel=\"noopener nofollow\">accused<\/a> foreign media of lying about the protests.<\/p>\n<p class=\"preFade fadeIn\">\u00a0Journalists in Serbia have been <a tabindex=\"0\" href=\"https:\/\/safejournalists.net\/alert\/safejournalists-police-should-protect-journalists-and-citizens-of-serbia-not-interfere-with-reporting-or-endanger-public-interest\/\" target=\"_blank\" rel=\"noopener nofollow\">prevented<\/a> from reporting on the protests and vilified by pro-government media. Amongst those targeted is Serbian broadcaster and journalist Zoran Kesi\u0107, who <a tabindex=\"0\" href=\"https:\/\/vreme.com\/en\/vesti\/targetiranje-zorana-kesica-istraga-tapka-u-mestu-uprkos-snimcima\/\" target=\"_blank\" rel=\"noopener nofollow\">reported<\/a> at least 200 threatening graffiti across Belgrade linking him to the Novi Sad tragedy, prompting a <a tabindex=\"0\" href=\"https:\/\/kossev.info\/en\/zastita-novinara-privatnosti-i-novinarska-etika-pale-na-ispitu-u-novoj-godini\/\" target=\"_blank\" rel=\"noopener nofollow\">complaint<\/a> by the Association of Independent Electronic Media (ANEM). The Independent Association of Journalists of Serbia (NUNS)\u202f<a tabindex=\"0\" href=\"https:\/\/www.ifj.org\/media-centre\/news\/detail\/category\/collective-bargaining\/article\/serbia-ifj-and-efj-sound-alarm-about-press-restrictions-and-dismissals\" target=\"_blank\" rel=\"noopener nofollow\">recorded<\/a>\u202fover 30 instances of attacks, verbal threats and intimidation of journalists by public officials, law enforcement officials and individuals in January 2025 alone.<\/p>\n<p class=\"preFade fadeIn\">An <a tabindex=\"0\" href=\"https:\/\/www.instagram.com\/reel\/DFlKXhZNxRq\/?utm_source=ig_web_copy_link\" target=\"_blank\" rel=\"noopener nofollow\">edited video<\/a>, published on 3 March 2025 and widely shared on social media platforms, saw actors Marko Janketi\u0107 and Mirjana Karanovi\u0107, journalists Zoran Kesi\u0107, Jelena Obu\u0107ina and <a tabindex=\"0\" href=\"https:\/\/static1.squarespace.com\/static\/628f9ae10b12c8255bd8814d\/t\/670665db109a301d712e9a3d\/1728472547087\/PEN+Case+List+08+2024+FULL+Web+1UP.pdf+August+29+%281%29.pdf\" class=\"count\" target=\"_blank\" rel=\"noopener nofollow\">Marko Vidojkovi\u0107<\/a>, playwright Biljana Srbljanovi\u0107 and historian Milan St Proti\u0107 made to appear as supporting Kosovo\u2019s independence and branded traitors. Some featured in the video reported receiving death threats. Parliamentary elections have been scheduled for Kosovo on 9 February amid <a tabindex=\"0\" href=\"https:\/\/www.rferl.org\/a\/nato-eu-kosovo-serbia-election-kfor\/33280519.html\" target=\"_blank\" rel=\"noopener nofollow\">rising tension<\/a> with the country\u2019s ethnic Serbs and Serbia itself.<\/p>\n<p class=\"preFade fadeIn\">PEN International urges the Serbian authorities to abide by their national and international obligations to uphold the rights to freedom of expression and peaceful assembly, and to ensure that journalists, writers and activists can speak out and inform without fear of reprisal.<\/p>\n<p class=\"preFade fadeIn\">For more information about the state of freedom of expression in Serbia, please see PEN International\u2019s report <a tabindex=\"0\" href=\"https:\/\/www.pen-international.org\/news\/new-report-toxic-narratives-silencing-expression-in-the-western-balkans\" target=\"_blank\" rel=\"noopener nofollow\"><em>Toxic Narratives.
