{"id":15604,"date":"2024-05-20T15:21:44","date_gmt":"2024-05-20T15:21:44","guid":{"rendered":"https:\/\/penbelarus.org\/?p=15604"},"modified":"2024-05-23T10:32:26","modified_gmt":"2024-05-23T10:32:26","slug":"zayava-ab-pryznanni-10-chalavek-palitychnymi-znyavolenymi-3","status":"publish","type":"post","link":"https:\/\/penbelarus.org\/en\/2024\/05\/20\/zayava-ab-pryznanni-10-chalavek-palitychnymi-znyavolenymi-3.html","title":{"rendered":"The statement on the recognition of 10 people as political prisoners"},"content":{"rendered":"<p><em><strong>Joint statement by the Belarusian human rights community<\/strong><\/em><\/p>\n<p><em>May 20, 2024<\/em><\/p>\n<p>In connection with information about charges, detention, and sentencing under Part 1 of Article 342 of the Criminal Code (group actions grossly violating public order<strong>)<\/strong>\u00a0in relation to\u00a0<strong>Mikita Vaitsiuk, Halina Lahatskaya, Valery Sakovich, Katsiaryna Madziankova, Yahor Zenchanka, Mikita Yakhimovich, Natallia Saluk, Dzmitry Lapets<\/strong>,\u00a0<strong>Aliaksei Zachapila<\/strong>, and also\u00a0<strong>Siarhei Kulesh<\/strong>\u00a0under Part 2 of Article 293 of the Criminal Code (participation in mass riots), once again confirming the position set out in the\u00a0<a href=\"https:\/\/spring96.org\/be\/news\/98935\" target=\"_blank\" rel=\"nofollow noindex noopener\">joint statement<\/a>\u00a0of the human rights community dated August 10, 2020, we\u00a0<strong>note the following:<\/strong><\/p>\n<p>Freedom of peaceful assembly is guaranteed by Article 21 of the International Covenant on Civil and Political Rights. This freedom is not subject to any restrictions other than those established by law and necessary in democratic countries for the purposes of national and public security, public order, public health, and morals, or the protection of the rights and freedoms of others.<\/p>\n<p>Protests by citizens were spontaneous, self-organized and were caused by distrust of the\u00a0<a href=\"https:\/\/elections2020.spring96.org\/be\/news\/98939\" target=\"_blank\" rel=\"noopener nofollow\">results<\/a>\u00a0of the August 9, 2020, presidential election, which was held with numerous violations and falsifications and was not recognized by the international community as democratic, fair, and free.<\/p>\n<p>Citizens assembled peacefully and posed no threat to national or public security. Despite this, the demonstrators were attacked by special units of the Ministry of Internal Affairs who used disproportionate violence, riot gear and non-lethal weapons.<\/p>\n<p>For the first time in the history of Belarus, rubber bullets and water cannons were used against peaceful demonstrators.
