Those responsible must be held to account. The Georgian authorities must urgently uphold the right to peacefully protest and repeal the repressive legislation, which will severely curtail the rights to freedom of expression and association\u2019,<\/em><\/strong><\/p>\n<p class=\"preFade fadeIn\" style=\"text-align: right\"><strong>said Ma Thida,<br \/>\nChair of PEN International\u2019s Writers in Prison Committee.<\/strong><\/p>\n<p class=\"preFade fadeIn\"><strong>15 May 2024 \u2013 PEN International and PEN Georgia condemn Georgia\u2019s parliament\u2019s decision to <\/strong><a href=\"https:\/\/www.politico.eu\/article\/georgia-parliament-pass-foreign-agent-russian-law-amid-pro-eu-protest-crackdown-tbilisi\/\" target=\"_blank\" rel=\"nofollow noindex noopener\"><strong>approve<\/strong><\/a><strong> a Russia-style \u2018foreign agents\u2019 law despite mass protests marred by police violence and brutal assaults by unknown individuals against peaceful protestors. All those responsible for unlawful use of force and violent attacks on protestors must be brought to justice and the repressive legislation urgently revoked. <\/strong><\/p>\n<p class=\"preFade fadeIn\">On 14 May 2024, Georgia\u2019s parliament <a href=\"https:\/\/civil.ge\/archives\/606294\" target=\"_blank\" rel=\"nofollow noindex noopener\">adopted<\/a> a repressive \u2018foreign agents\u2019 law debated since mid-April 2024, despite widespread objections and mass protests across Tbilisi for over a month. Should the law come into force, organisations receiving more than 20% of annual funding from sources outside Georgia would have two months to register as \u2018organisations pursuing the interests of a foreign power\u2019 and face draconian <a href=\"https:\/\/www.article19.org\/resources\/georgia-new-attempts-to-introduce-a-foreign-agent-law-threaten-freedom-of-expression\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">reporting requirements<\/a>. Failure to register would be punishable by fines of up to 25,000 GEL (approximately 8,700 EUR). The law further authorises Georgia\u2019s Ministry of Justice to conduct \u2018thorough investigations\u2019 to ensure the organisations comply.<\/p>\n<p class=\"preFade fadeIn\">Although Georgia\u2019s president Salom\u00e9 Zourabichvili <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-69007465\" target=\"_blank\" rel=\"nofollow noindex noopener\">said<\/a> she would veto the law, Georgia\u2019s ruling party, Georgian Dream, can overrule her, thanks to its parliamentary majority. Civil society organisations \u2013 including PEN Georgia \u2013 have repeatedly <a href=\"https:\/\/www.pen-international.org\/news\/georgia-drop-repressive-foreign-agents-law\" target=\"_blank\" rel=\"nofollow noindex noopener\">denounced<\/a> the devastating impact the \u2018foreign agents\u2019 law would have on their work, with independent organisations and media bound to be smeared and stigmatized and critical voices stifled.<\/p>\n<p class=\"preFade fadeIn\">Mass protests against the law have been met with <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/may\/13\/georgia-police-accused-of-beating-protesters-against-foreign-influence-bill\" target=\"_blank\" rel=\"nofollow noindex noopener\">unlawful use of force<\/a> by police against peaceful protesters, resulting in injuries amongst the protestors and dozens of unjustified arrests, as well as violent attacks by unknown individuals on prominent government critics in what appears to be a <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/05\/georgia-authorities-must-address-violent-attacks-against-critics-and-bring-perpetrators-to-justice\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">coordinated campaign<\/a>. Rati Amaglobeli, a poet and co-founder of PEN Georgia, and Lasha Bugadze, a writer and playwright, are amongst the leading figures of the peaceful protest movement who have reported being threatened and harassed. \u2018Enemy of the nation\u2019 graffiti were notably painted outside their residences. Over 30 journalists covering the protests, as well as hundreds of critics, <a href=\"https:\/\/cpj.org\/2024\/05\/georgian-journalists-threatened-after-covering-foreign-agent-law-protests\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">reportedly<\/a> received anonymous and threatening phone calls in recent days.<\/p>\n<p class=\"preFade fadeIn\">The Georgian Special Investigation Service <a href=\"https:\/\/civil.ge\/archives\/604394\" target=\"_blank\" rel=\"nofollow noindex noopener\">said<\/a> it had opened a case into claims of use of excessive force by police.
