It is the longest known prison sentence handed down against a peaceful activist for their free speech in Saudi Arabia, signalling an alarming deterioration of the human rights situation in the country. <\/strong><\/p>\n<p style=\"text-align: justify;\">Al-Shehab, a 34-year-old mother of two children, is a dental hygienist and PhD student at Leeds University in the United Kingdom, where she was residing before her detention. She was arrested on 15 January 2021 while on holiday in Saudi Arabia, and subjected to <a href=\"https:\/\/thefreedomi.org\/statements\/press-release-new-court-documents-show-saudi-rights-activist-sentenced-to-34-years-in-jail-faced-abuse-threats-and-sectarian-harassment-in-detention\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">solitary confinement<\/a> and lengthy sessions of questioning over a period of nine and a half months before being brought before the Specialised Criminal Court (SCC), a court used as an <a href=\"https:\/\/www.amnesty.org\/en\/latest\/research\/2020\/02\/saudi-arabia-specialized-criminal-court\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">instrument of repression<\/a> to silence dissent in the kingdom. Al-Shehab belongs to the country\u2019s Shi\u2019a Muslim minority, who have long suffered from the government\u2019s repression.<\/p>\n<p style=\"text-align: justify;\">On 9 August 2022, the Specialised Criminal Court of Appeal sentenced al-Shehab to 34 years in prison after a grossly unfair trial, to be followed by a travel ban of the same length. The charges against her included &#8220;supporting those who seek to disrupt the public order\u201d&#8221; and publishing tweets \u201cthat disrupt the public order\u201d, in connection with posts on her <a href=\"https:\/\/twitter.com\/I_Salma1988\" target=\"_blank\" rel=\"nofollow noindex noopener\">account<\/a> where she expressed support for prisoners of conscience such as women\u2019s rights activist <a href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/crackdown-whrds-saudi-arabia\" target=\"_blank\" rel=\"nofollow noindex noopener\">Loujain al-Hathloul<\/a>. The sentence also includes closure of her Twitter account and deactivation of her phone number.<\/p>\n<p style=\"text-align: justify;\">Al-Shehab was <a href=\"https:\/\/www.gc4hr.org\/news\/view\/3096\" target=\"_blank\" rel=\"nofollow noindex noopener\">sentenced<\/a> under the kingdom\u2019s draconian Counter-Terrorism and Anti-Cyber Crime Laws, which include vaguely formulated provisions that criminalise the rights to freedom of expression, association and peaceful assembly in Saudi Arabia. She was initially handed down a six-year sentence in March 2022, 14 months after being detained, but her sentence was increased during the appeal process, resulting in the longest known prison sentence against a peaceful activist in the kingdom. This ruling is subject to appeal in the Supreme Court.<\/p>\n<p style=\"text-align: justify;\">We strongly condemn the arbitrary arrest and unlawful sentencing of al-Shehab, which marks a further escalation in the crackdown on free speech in Saudi Arabia. In contrast to the authorities&#8217; rhetoric on human rights, including women\u2019s rights and legal reforms, the real drivers of reform \u2013 the activists calling for basic rights \u2013 continue to be ruthlessly targeted and silenced, with repressive laws being used to criminalise their peaceful expression and activism.<\/p>\n<p style=\"text-align: justify;\">Al-Shehab\u2019s unjust sentence follows the recent visit of US President Joe Biden to Saudi Arabia, as well as French President Emmanuel Macron\u2019s <a href=\"https:\/\/www.alqst.org\/en\/post\/macron-hosting-of-crown-prince-a-slap-in-the-face-for-saudi-human-rights-victims\" target=\"_blank\" rel=\"nofollow noindex noopener\">hosting<\/a> of Saudi Crown Prince and de-facto ruler Mohammed bin Salman in Paris. Such high-level meetings, without firm preconditions being set, have only emboldened the kingdom\u2019s leadership to commit further abuses, as many of us <a href=\"https:\/\/pomed.org\/joint-letter-president-biden-must-set-preconditions-for-meeting-with-saudi-crown-prince\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">warned<\/a>before Biden\u2019s trip.<\/p>\n<p style=\"text-align: justify;\">As global calls to hold Saudi Arabia\u2019s leaders accountable \u2013 notably over the state-sponsored murder of Jamal Khashoggi in 2018 \u2013 have become more muted, the authorities have reverted to their habitual pattern of repression, an <a href=\"https:\/\/www.hrw.org\/report\/2019\/11\/04\/high-cost-change\/repression-under-saudi-crown-prince-tarnishes-reforms\" target=\"_blank\" rel=\"nofollow noindex noopener\">ongoing feature<\/a> of the crown prince\u2019s rule since 2017. It includes the arbitrary arrest and <a href=\"https:\/\/www.alqst.org\/en\/prisonersofconscience\" target=\"_blank\" rel=\"nofollow noindex noopener\">detention<\/a> of people peacefully exercising their fundamental rights; lengthy prison sentences for peaceful critics after grossly unfair trials; arbitrary use of <a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2022\/05\/you-cant-leave-and-we-wont-tell-you-why-travel-bans-in-saudi-arabia\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">travel bans<\/a> against activists once released from prison; deliberate medical and administrative neglect leading to deaths in detention and the inhumane conditions of detention centres holding migrant workers and their families.<\/p>\n<p style=\"text-align: justify;\">Meanwhile the Saudi authorities have carried out <a href=\"https:\/\/www.esohr.org\/en\/120-%D8%A5%D8%B9%D8%AF%D8%A7%D9%85%D8%A7%D9%8B-%D9%81%D9%8A-%D8%A3%D9%88%D9%84-6-%D8%A3%D8%B4%D9%87%D8%B1-%D9%85%D9%86-2022-%D9%88%D8%B9%D9%88%D8%AF-%D8%A7%D9%84%D8%B3%D8%B9%D9%88%D8%AF%D9%8A%D8%A9\/\" target=\"_blank\" rel=\"nofollow noindex noopener\">120 executions<\/a> so far this year \u2013 more than double the number for the whole of 2021 \u2013 including the <a href=\"https:\/\/www.hrw.org\/news\/2022\/03\/15\/saudi-arabia-mass-execution-81-men\" target=\"_blank\" rel=\"nofollow noindex noopener\">execution<\/a>of 81 men on 12 March 2022, its largest mass execution in recent decades.<\/p>\n<p style=\"text-align: justify;\">Only sustained international pressure on the Saudi authorities will lead to meaningful progress towards full respect for human rights and freedoms in the country.
